The MPCH will provide the overall coordination for the project. It is a nationally and internationally leading research institution in atmospheric and biogeochemical science. The Institute has at its disposal a variety of sophisticated machine and elecronic shops, computing facilities and other scientific and technical infrastructure. Strong connections exist to regional universities, such as those at Mainz, Frankfurt, and Heidelberg. The Institute forms part of a network of Max Planck Institutes conducting research in environmental science, such as the Institutes for Meteorology, Terrestrial Microbiology, and Marine Microbiology. It has a long record of participating, often in a leading role, in numerous international coordinated research programs in environmental science, also within the framework programmes of the European Union.

The Faculty of Science and Engineering in the University of Edinburgh has a strong research ethos with admissions of about 200 PhD students each year, and a wide range of one-year Masters courses in environmental subjects. In the UK Research Assessment Excercise (December 1996), the number of Departments/Institutes within the Faculty achieving the top grade of 5 was eight, making the Faculty one of the strongest scientific groupings in the UK. In environmental subjects, and especially in tree physiology, there is close association between the Faculty and the NERC Institute of Terrestrial Ecology. The research group in which the work will occur, Edinburgh University Biosphere Atmosphere Programme (EUBAP) is one of the largest research groupings of the University's Institute of Ecology and Resource Management.

The Institute of Hydrology (IH) is a component institute of the UK Natural Environment Research Council's Centre for Ecology and Hydrology, and as such has strong links with other environmental research institutes and universities. The administration group at IH is experienced in managing EU contracts along with contracts and finances of projects funded from a wide variety of sources. IH has its own instrumentation section which designs and develops new instruments for the particular needs of individual research projects and a mechanical workshop which undertakes instrument construction. Computing facilities are provided centrally along with high speed links to the UK academic network.

The IMAU is part of the Faculty of Physics and Astronomy at Utrecht University. This institute is part of the Netherlands Climate Research Centre, together with the Royal Netherlands Meteorological Institute (KNMI) and the National Institute for Public Health and Environment (RIVM). This provides a strong basis for climate and atmospheric chemistry research, including several permanent staff and support for supercomputing, as required for the current project.

The Winand Staring Centre investigates the use, quality and prospects of rural areas to enable sound policy decisions to be made on its designation, layout and management. SC-DLO conducts research on the use of the rural area and its environmental quality, on water resources management, land use and climate, nature management and landscape development. DLO has a substantial climate research programme focussing a.o. on greenhouse gas emissions from agricultural sources. Part of the research is done in close collaboration with the Agricultural University of Wageningen.

This group is highly experienced in REA measurements of trace gases other than CO2 (mainly CH4 and VOCs). The group already collaborates with SC-DLO and UEDIN in the EUROFLUX project.
